To be eligible for the Learning Disabilities Service, people must meet all three of the following criteria:
- The individual has a significant learning disability and is aged 18 years or older.
- The individual has complex health needs.
- The individual has difficulties which are critical or substantial in nature and that cannot be fully met via mainstream services.
