The content listed below is non-accessible for the following reasons:
Non-compliance with the accessibility regulations
We are aware of the following issues:
- Some purpose of fields are not identified programmatically (WCAG 2.1 AA 1.3.5)
- Some interactive components are too close together (WCAG 2.2 AA 2.5.8)
- Some PDFs don’t have a title (WCAG 2.0 A 2.4.2)
- Some PDFs are not tagged (WCAG 2.0 A 1.3.1)
- Some interactive controls are not larger than 44×44 pixels (WCAG 2.1 AAA 2.5.5).
This is not a comprehensive list as we are still identifying some accessibility issues.
Disproportionate burden
Trust Board Papers
These PDF documents regularly contain hundreds of pages which contain scanned images, large reports that have been sourced from multiple departments, and spreadsheet data. They are also compiled and uploaded only hours before they are legally required to be available to the public, a delay would risk a fine or a cancelled public meeting. The small numbers of views on these documents doesn't justify the cost of time, effort and resource to fix them.
We are reviewing these PDFs with the aim to make them accessible in the future.
We advise all interested parties to contact Membership@mpft.nhs.uk to talk through any information that might be required in a fully accessible format.
Content that is not within the scope of the accessibility regulations
PDFs and other documents
Many of our older PDFs, Excel spreadsheets and Word documents do not meet accessibility standards - for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix:
• Excel spreadsheets of our staffing figures
• Excel spreadsheets of information covering our transparency spending
• Annual reports (PDF)
• Information about other organisations or their work.
Any new PDFs or Word documents we publish will meet accessibility standards.
Third party content
Some of the content hosted on our website or linked to by us is created by third parties. We have no control over the accessibility of these documents and encourage third parties we work with to make their documents as accessible as possible. If you need accessibility adjustments for a document that may be controlled by a third party, please contact us using the methods above.
Live video
Live video streams do not have captions. This fails WCAG 2.1 success criterion 1.2.4 (captions - live).
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
Online Maps
Maps embedded from digital mapping services such as Google Maps, and maps made available in formats such as PDF - are exempt from meeting the accessibility regulations where they are used for non-navigational purposes. However, we will always attempt to provide as much related information as possible in text, e.g. postcodes.
